Section of River Street closed for 5 days

If your travels will take you to River Street in Troy, the way won't be clear. 

The City's Department of Public Utilities (DPU) announced today that work involving nearby water infrastructure will result in River Street being closed from Glen Avenue to Douw Street from 7 a.m. to 3:30 p.m. for the next five business days. 

Northbound traffic will be detoured onto Douw Street, then to 6th Avenue. 
Southbound traffic will be detoured onto Glen Avenue, then to 6th Avenue. 

"While road closures can be inconvenient for residents, they help keep our workforce safe so they can focus on the vital work we all depend on," said DPU Superintendent Chris Wheland. "Motorists are advised to anticipate detours and should seek alternative routes when making travel plans."

Update: Cleanup, lawn care under way

UPDATE (Saturday, 4/22/23): We have arranged for our new lawn maintenance contractor Skyview Landscaping to tend to the snowplow damage this week that happened during the winter. Our now-former snow plower Bay Contracting did not perform adequate repairs that should have included raking and application of topsoil and grass seed.

(Earlier story Thursday, 4/20/23): Spring cleanup got under way in earnest on The Terrace today.

A large crew from Skyview Landscaping, our new grounds maintenance provider, descended on the community with blowers, rakes, shovels, and all manner of equipment to remove winter debris and begin prepping the grounds for regular care.

In addition, a crew from Vinmar solutions was here to deliver the annual spring pre-emergent weed and crabgrass applications. They posted warning flags throughout the properties, so please exercise caution when you and/or your pets are on the lawns for the next 24-48 hours.

Update: Driveway improvement project news

UPDATE (4/22/23): I did a walk-around on Friday with a representative of United Asphalt Co. of Waterford to evaluate the driveways of residents who have asked to have their property included in the survey for potential repairs, replacement, and/or sealcoating. I expect to receive his bid by mid- to late-week next week and will share the details with the property owners in question within several days after that. -- Bill Dowd

(Earlier story 4/14/23): The owners of at least half the residences on the Terrace opted for some sort of driveway refurbishing in response to a survey I distributed some time ago.

In the past two months I have been in repeated contact on your behalf with five (5) different companies that deal with sealcoating, repairs, and replacement. The experience has been, to say the least, frustrating. Lack of calls being returned, vague responses to specific questions on procedure and price, etc., unseemly delays, etc., have been the order of the day. Not unusual, I suppose, in this day and age of spotty service in so many parts of the workplace.

I do have a walk-around scheduled for 11 a.m. next Friday, April 21, with a representative of United Asphalt Co. of Cohoes, a woman-owned company and the only vendor that has been cooperative in scheduling appointments or even considering some sort of discount for such a multi-residence project.

I have created a spreadsheet, based on your responses, that lists which residences are to be evaluated and for what type of service. Once I receive a bid on each, I will share it with the individual homeowners rather than mailing out a blast notice. That should preserve financial privacy. I also will provide a projected timeframe for the work.

If you wish to accept whatever bid is provided, I'll put you on the master list and so inform the vendor. Should you wish to seek other bids on your own, please don't be reluctant to do so.

Spring grounds cleanup start delayed

Heavy rain early in the week adversely impacted the work schedule for Skyview Landscaping, our new grounds maintenance vendor.

We had hoped for them to begin work on Wednesday, but that had to be postponed. We were assured that efforts are being made to catch up.

City's new garbage barrel questions answered

Troy residents soon will receive new, improved trash barrels in front of their homes free of charge, according to a City of Troy announcement. 

It is part of the city's "Clean Streets" initiative. The barrels will be delivered on a staggered schedule though Saturday, April 29. The aim is to reduce problems with litter and vermin, and reduce the risk of labor-related injury to the city workforce, says the announcement. Not all neighborhoods have been  given adequate barrels by the City over the years, and this project is an effort to have identical barrels throughout.

The problem with the City's announcements as well as local news media's coverage is that, although full of self-congratulatory quotes from City officials, certain key bits of information have not been disseminated.

On behalf of the Terrace, I connected with  City of Troy Account Clerk Javi Najera, the coordinator of the effort, to answer some key questions for us.

Q: The announcements seem to be targeting neighborhoods that may not have city-issued barrels, but that is not what the program details say. The Terrace has city-issued receptacles. When will we be getting the new barrels dropped off?
A: I'm not sure, but we are sticking to a schedule that will have all residences receiving a new container by April 29.

Q: Will our old containers be collected by the time we get the new ones?
A: No. Most residences will have both new and old containers simultaneously. We will announce pickup dates in early May for the old ones.

Q: Then what? Most residences do not have space to store an extra garbage barrel and some neighborhoods, such as ours, prohibit outdoor storage of garbage receptacles.
A: That might be a problem. We're trying to be sure everyone gets an equal opportunity to try the new barrels, but we know individual residences are different than association communities that have their own rules people have to follow.

Q: Would it be helpful if we were to issue a temporary abeyance so residents can keep one barrel outdoors until the swap-out is completed by the City?
A: That would be fantastic, and greatly appreciated.

Given the situation, I wished to issue such an abeyance, and when I polled the THC Board everyone was in agreement. As a result, Terrace residents will be able to store one garbage barrel outdoors during the transition period which will end when the City picks up the old containers some time in May.

But, we ask everyone to make an effort to put such outdoor barrels in a place as unobtrusive as possible, certainly not in front of garage doors where they would tend to stand out in an unsightly way.

Please remember dog leash requirements

A reminder about the required City and Terrace requirements on dogs outside the home.

Both require that all such pets must be on-leash at all times when off the owner's property, as during a walk, and/or securely tethered when outside the home during playtime.

At no time are dogs allowed to be off leash outdoors, whether or not they are accompanied by their owners.

We have had several instances on the Terrace of violations of such requirements and would appreciate, for the enjoyment of all residents and the avoidance of injury to animals or humans, adherence to both Terrace rules and City of Troy law.

Board signs up new snow removal service


Dear Terrace Neighbors: 

It is with pleasure that we can inform you, on behalf of the THCA Board, that we have entered into a contract with a new provider for snow removal services. 

Skyview Landscaping, which this week becomes our lawn and landscaping maintenance vendor, also will be handling snow removal services. 

Both sets of services are part of two-year contracts we entered into after diligent research and comparison. They succeed Vintage Landscaping and Bay Contracting, whose contracts we declined to renew. 

While the lawn maintenance contract was acquired at a lower price than we had been paying Vintage, the snow removal contract reflects a higher price than we have been paying Bay. The Board unanimously approved it, given that the new vendor has more experience, steady workforce, and modern equipment to render services. In addition, the old contract with Bay was arrived at several years ago when wages, fuel, repair parts, etc., were less expensive. 

Which brings us to the matter of dues (formally called the "Annual Maintenance Assessment"). 

To cover the higher snow removal cost, your dues will be increased by $50 per quarter (just $3.85 a week) per residence as of July 1. Given that improved snow removal has for several years been the most-requested item by Terrace residents, this slight bump seems quite reasonable in today's market. 

(Note: We were in the investigatory stage of finding a new snow removal contractor when Treasurer Jerry Gordon presented a proposed budget at the 2022 fall meeting. He specified that we would need to levy a dues increase -- amount to be determined by the Board -- if we negotiated a snow removal contract that would be significantly more expensive than the current one. The budget and his caveat were accepted by the members without dissent.) 

So, here's to looking forward to better year-round services and continued maintenance of property values in our community.

Spring's grand opening on The Terrace

 


After a comparatively mild winter that finished with a flourish that included a damaging downfall of heavy, wet snow, Spring inevitably has arrived.

That means it's time for the annual fixup/cleanup/tuneup activities to take place.

We have three work sessions scheduled for the next week:

On Saturday and/or Sunday -- Bay Contracting has promised to complete the required repairs of lawn damage caused by winter snow plowing, which includes topsoil and grass seeding. 

On Wednesday -- Skyview Landscaping, our new grounds maintenance provider, has scheduled a general cleanup of individual properties and all common areas.

On Thursday -- Longtime vendor Vinmar Solutions has scheduled spring lawn applications of pre-emergent crabgrass and weed control solutions.

Please be sure outdoor furniture, grills, seasonal coverings of AC units, and any other potential impediments to the work have been moved out of the way.

And, as mentioned earlier, a walkaround has been scheduled for Friday at 11 a.m. for residents who have expressed interest in getting bids for driveway maintenance. 


Crabgrass, weed treatment coming up


 


Vinmar Solutions, which handles our lawn-quality treatments, has scheduled us for the spring application of two products on Thursday, April 20 -- pre-emergent crabgrass, and weed control.

Please exercise caution when you and/or your pets are walking on the lawn. And, please do not remove the treatment-warning flags from your lawns for at least 24 hours after the application.

City street cleaning schedule announced

The City of Troy's Department of Public Works (DPW) is gearing up for the annual Spring Cleanup Program.

DPW has scheduled six weeks of street sweeping and debris cleanup to clear dirt, brush, leaves, and other materials that accumulated during the winter.  The Terrace and the Highpointe developments will be cleaned on Tuesday, May 9.

The cleanup will run from Monday, April 10, and continue through Friday, May 19. Troy residents and visitors are asked to exercise caution when driving or parking in work areas during the cleanup.
